The Mine Rehabilitation Program Center was established in April 2007
as the first penal institution in Japan to be operated through joint cooperation
between the public and private sectors using the PFI (Private Finance Initiative).

Prisons that Gain the Understanding and Support of the Citizens

The Mine Rehabilitation Program Center, which is the first type of prison to be operated jointly through cooperation between the public and private sectors, was established in Mine, Yamaguchi in order to alleviate the problem of overcrowding in the penal institutions as the result of an increase in crimes, deterioration in the treatment environment and the increased workload of the staff through overcrowding. The center is managed in cooperation with members of the local community based on the philosophy of “Prisons that gain the understanding and support of the citizens”. In this facility it is possible to implement varied and flexible forms of treatment, and by implementing comprehensive correctional treatment for first-time offenders who are amenable to treatment, we aim to facilitate their rehabilitation to become productive members of society.

The First Penal Institution in Japan Operated through Cooperation
between the Public and Private Sectors using the PFI

The PFI is the method of utilizing private capital and expertise in the construction, maintenance and operation of public institutions. The project for this institution was implemented in the form of BOT(Build-Operate-Transfer)and is operated by a special-purpose company(SPC)established for this project for a duration of 20 years (until March 31, 2025).

The scope of the operation entrusted to the private sector entails not only the design and construction of the institution, but also the security of the institution, the monitoring of inmates, vocational training and physical examinations, which would not have been consigned under the previous legislation but became possible under the new system of the Special Zones for Structural Reform.

The Mine Rehabilitation Program Center is a joint management facility in which members of the national government and private sector work The First Penal Institution in Japan Operated through Cooperation between the Public and Private Sectors using the PFI together. The national government, however, remains the main service provider and assumes all responsibility for administrative tasks related to management of the prison.
